Japanese Delegation Explores Multicultural Learning at NSF Fairfield Campus

By Leona Li | December 15, 2025

On 13 November 2025, an 18 people delegation from Japan Local Government Centres (JLGC) visited Navitas Skilled Futures’ (NSF) Fairfield campus. The NSF General Manager, Jetinder Macfarlane, and the Adult Migrant English Program (AMEP) Manager, Aaron Caulfield, warmly welcomed the delegation.

This is the fourth time since 2016 that NSF has taken part in the Multicultural Seminar. The Japan Local Government Centre (JLGC) represents Japanese prefectural and municipal governments in Australia and New Zealand and supports the development of multiculturalism in Japan.

During the five-day study tour, the delegation visited nine organisations, including NSF. The tour gives Japanese public servants the chance to learn about education, policies and services that support multicultural communities in Australia.

“Based on data from June this year, Japan now has 3.9 million foreigners living in the country. To help build a multicultural society and support immigrants as they settle into life in Japan, we are very excited to learn about NSF’s classes, events, and experiences,” said the Japanese delegation.

Aaron Caulfield delivered a presentation on the AMEP and explained some of the challenges AMEP clients currently face and how NSF is working to reduce barriers for clients. The AMEP is funded by the Australian Government Department of Home Affairs. Following the presentation, the delegation toured the campus and visited several classes, where they received a warm welcome from teachers and clients. They were able to observe how our teachers engage clients using a variety of teaching methods and interactive activities, including using core technology in the classroom.

After the campus tour, Jetinder Macfarlane led a Q&A session. The delegation showed strong interest in how the program is delivered, including the number of staff and clients involved. They also asked detailed questions about the support NSF provides to help clients adapt to life in Australia.

“We are proud of what we do, and we know it is very important. We continue to educate people by offering diverse courses and support, and we work closely with community organisations and local governments to assist them,” Jetinder said. “We are also honoured and delighted to have the opportunity to host a session again and share our experiences with the Japanese government.”
